Services Project and Programme Management Public Sector Economics and Development Policies

As part of National Treasury’s Technical Assistance Unit (TAU), Matt manages a number of innovative projects. His TAU projects have included the development and implementation of the Department of Provincial and Local Government, Western Cape’s technical Assistance Programme and Municipal Capacity Building Programme. Matt project managed this process and drafted the operational plan for the Directorate of Municipal Support and Capacity Building. Specialist facilitation and project management skills were also used.

Matt also drafted the Thusong Service Centre Operations Guide. He project managed this project to produce a set of user friendly guides for the operation of a Thusong Service Centre.

Matt drafted a Logic Model for the Implementation of SA’s National Plan of Action for the Protection of the Marine Environment from Land-Based Activities. He ran and implemented this project.

Matt ran and facilitated the production of a policy framework for the Oceans and Coasts Branch. This included detailed stakeholder engagement strategy, PSR assessment of Oceans and the linking of this to the RBM outcomes.

Matt is currently managing a high-level multi-disciplinary TAU team working on the Department of Woman Children and People with Disabilities Diagnostic and Plan of Action. Specialists include RBM and M&E facilitation, coaching and team building, corporate and organisational systems design and legal review. Matt’s role includes drafting briefs for the various specialists, coordinating inputs and liaison with the client.

MCA was appointed to develop a business plan for the national roll out of the second generation of Multi-Purpose Community Centre (MPCC). This project involved establishing the status quo of the first generation MPCCs, establishing the service and physical requirements of a hierarchy of typologies of MPCCs, and developing a model for the roll out or implementation of the second generation MPCCs.
